A quote is only as good as the scope behind it. The three things that most often change a fee are:

• Whether the environmental regime applies. A project inside the First Schedule to the Environment Act 2008 carries a materially different programme from one outside it, and the answer decides the sequence of everything else.
• What has already been done. An application that has been started and stalled is a different job from one that has not begun, and sometimes a cheaper one.
• Whether specialists are required. Environmental practitioners, engineers, land surveyors and technical specialists are appointed to the project and their costs are separate from ours. We set them out rather than absorbing them into a single number.
